Summary:
Effectively conduct purchasing processes to include vendor solicitation and prequalification; contract bidding, negotiation and award; vendor performance feedback and monitoring; dispute resolution; and vendor management.
Perform activities to ensure proper administrative support for and coordination of assigned purchasing projects.
Essential Duties:
Target trades and recruit vendors and manage vendor bid requests in support of vendor solicitation process.
Prepare, review, and approve bid packages and award presentations, resolve questions, conduct vendor negotiations, and make recommendations to management in support of vendor selection.
Manage variance purchase order processing.
Facilitate Budget/PO proofing and Change order processing including release.
Review Regional contracts and communicate contract requirements to selected vendors.
Manage maintenance of vendor, contract, and product information such as vendor utilization, prequalification, model bill of materials, universal and model specific option bill of materials, etc.
Monitor vendor utilization, manage vendor evaluation process, review and communicate vendor performance, and resolve vendor performance disputes.
Manage dispute resolution process for assigned trades and communities for crisis and non-crisis situations.
Maintain construction cost estimates by geographic location for proforma purposes and report monthly.
Support community planning and set up through identification of community requirements and timing, vendor selection, vendor validation and costing, and dissemination of community specific information (model schedules, specifications, etc.
).
Manage and oversee community information system set up and required documentation.
Coordinate scope of work, details, and take-offs with Purchasing Manager.
Maintain reliable pool of vendors available for all assigned trades.
Review and amend Community specifications prior to bidding.
Work with communities to identify and determine the cause of price changes and bill of materials discrepancies.
Notify communities of all price and bill of material changes impacting home budgets and schedules.
Develop and maintain relationships with division Builders, field Associates and vendor partners to facilitate efficient decision-making and purchasing processes.
Manage and facilitate quarterly performance evaluations with vendors.
Manage and facilitate the identification of new products (i.
e.
, models and options) and services to improve product quality and reduce costs.
Manage material contracts and rebate programs.
Maintain the integrity of the contract bid, negotiation and award processes.
Oversee, update and track all the documents that are loaded into the Builder Portal for use by the trade base.
Provide division with monthly and quarterly (as directed by Purchasing Manager and / or Director of Purchasing Base House Cost Reports.
This includes proper generation and distribution to the Division Manager and other senior staff as necessary.
Follow established Company safety procedures.

Qualifications:
BA/BS in Construction Management or equivalent in Related Field.
3-5 years experience working in Purchasing Procurement activities in the construction industry.
Ability to read complex documentation containing financial, technical and administrative data.
Ability to effectively communicate (oral/written) such information to all levels of management.
Ability to understand, interpret, and produce complex numerical analysis formatted as charts, graphs, and spreadsheets.
Ability to understand algebraic functions and other sophisticated mathematical calculations.
Ability to utilize sophisticated problem-solving techniques (issue definition, data collection and analysis, alternatives development) in response to situations involving multiple people, processes, and perceptions.
Knowledge of construction process, materials and blueprint reading.
Proficiency in spreadsheet creation, analysis, design, and other computer software systems related to Northeast Region Central Purchasing.
Ability to prioritize activity and delegate responsibility to purchasing Associates.
Ability to develop strong working relationships with key people in internal and external organizations.
Ability to follow established Company safety procedures.
